I think this is one of those areas where the little insecurity makes more sense then having something that reminds me of communist Russia. "Can I see your papers?", "They do not say you have business in this area. Why are you here?" It allows them power to play around with your stuff, and you'd like to know who's playing with your stuff.</p> <p>Same thing with a country.
