I think this is one of those areas where the little insecurity makes more sense then having something that reminds me of communist Russia. "Can I see your papers?", "They do not say you have business in this area. Why are you here?" These are the sayings that come to mind when I read about national IDs.&lt;/p&gt;

&lt;p&gt;You wouldn't let someone on your server without a username/password or key, would you?  It allows them power to play around with your stuff, and you'd like to know who's playing with your stuff.&lt;/p&gt;

&lt;p&gt;Same thing with a country.  If someone's going to your country and take advantage of all it has to offer, you'd like to keep tabs on it.&lt;/p&gt;
