If it makes it all the way to a litigation the presiding judge will either hope that the case for instating the votes would be improperly presented so that he can delay the inevitable, otherwise he or she would have no choice but to put the lighter to the fuse and run away as things blow up. You simply can't change the rules in the middle of the game. While it is true that voter turnout was decent in those states, it is also true that there were people who didn't vote in the democratic primary because there was no point .. and if I'm not mistaken, Clinton was the only Democrat on the ballot in one of those states. </p> <p>I heard talk today that there may be movement to having NEW primaries in those states.
